On October 31st, the Chargé d'Affaires of the Chinese Embassy in Nepal, Wang Xin, published an article entitled "Celebrate the historical event, answer the questions of the times and write the brilliant chapters" on Gorkhapatra Daily (in Nepali) and The Rising Nepal (in English). The full text of the article is as follows:
On October 22, the 20th National Congress of the Communist Party of China has successfully concluded in Beijing. As a Marxist political party that has gone through a hundred years of struggle and is dedicated to the great cause of the Chinese nation and the lofty cause of human peace and development, the CPC has sounded the horn of striving to build a modern socialist country in an all respects and advance the great rejuvenation of the Chinese nation on all fronts.
The 20th CPC National Congress is a very important conference at the critical moment when all the Party members and the Chinese people of all ethnic groups are taking on a new journey toward building a modern socialist country in all respects and marching toward the Second Centenary Goal. Comrade Xi Jinping delivered an important report , reviewed the work of the past five years and the great changes taking place in the first decade of the new era, and elaborated on the new frontier in adapting Marxism to the Chinese context and the needs of the times, the Chinese features and essential requirements of Chinese modernization. It has made strategic plans for building China into a modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts. The congress elected a new central leadership with Comrade Xi Jinping at the core, carried forward and practiced democracy throughout the process, and gathered the consensus of the whole party and people.
This grand event has attracted great attention from the international community. As a close and friendly neighbor and strategic cooperative partner, Nepali parties, political leaders and all sectors of society have congratulated the Chinese leaders and the CPC one after another, the close friendship between China and Nepal is so touching.
Looking back on the past ten years, it has been a decade in which China has worked hard and courageously. The Party Central Committee with Comrade Xi Jinping at the core has pursued a strategy of national rejuvenation amid global changes , fully implemented the Party's basic theory, line and policy, made well-coordinated efforts to advance our great struggle, great project, great cause, and great dream. It has solved a great number of problems that had long gone unsolved, secured many accomplishments that hold major future significance, withstood risks, challenges, and trials in the political, economic, ideological, and natural domains, and created a socialism with Chinese characteristics in the new era. Fundamentally speaking, the historic achievements and historic changes in the cause of the party and the country in the new era lie in the establishment of Comrade Xi Jinping as the core of the Party Central Committee and the core position of the whole Party, and the guiding position of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
The past ten years have also been a decade for China to develop itself and benefit the world. China's contribution to global economic growth averaged over 30 percent in the past decade, ranking first in the world. China has become a major trading partner for over 140 countries and regions, with the total volume of trade in goods ranking first in the world, leading the world in attracting foreign capital and foreign investment. After the outbreak of the Covid-19 pandemic, China took the lead in resuming production, becoming the mainstay of stabilizing the global industrial chain and supply chain, and the Belt and Road Initiative has been welcomed by the international community both as a public good and a cooperation platform. China has promoted the development of a human community with a shared future and stood firm in protecting international fairness and justice.
Looking forward to the next ten years, it’s a decade for China to draw a blueprint and create another brilliant future. As the report delivered by General Secretary Xi Jinping pointed out, the central task of the CPC will be to lead the people of all ethnic groups in a concerted effort to realize the Second Centenary Goal of building China into a great socialist country in all respects, and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization. Chinese modernization is a socialist modernization pursued under the leadership of the CPC. It is the modernization of a huge population, modernization of common prosperity for all, modernization of material and cultural-ethical advancement, modernization of harmony between humanity and nature, modernization of peaceful development. Chinese modernization has expanded the way for developing countries to modernize, proving that modernization is not the exclusive patent of the West. Every country, including Nepal, can find a modernization path that suits its own conditions.
The upcoming ten years will also be a decade for China and rest countries of the world to move forward through thick and thin. At present, our world is undergoing the Covid-19 pandemic and changes unseen in a century. General Secretary Xi Jinping's report organically links the historical mission of the CPC, the great rejuvenation of the Chinese nation, and world peace and development. China's development is an increase in the strength of peace and the strength of developing countries. It will bring important opportunities and major benefits to all countries in the world and make greater contributions to human development and progress. China has maintained continuity and stability in its foreign policy and will continue to work to safeguard world peace and promote common development, especially to promote the development of a human community with a shared future.
China and Nepal are close and friendly neighbors. China's past and present achievements are inseparable from the support of Nepal. Nepal will hold federal and provincial elections at the end of this year, which will also have an important impact on the country’s political, economic and social development in the future. We sincerely wish the elections a success and believe the new government will start a new journey of building a prosperous Nepal. I believe that no matter how the international and regional situation changes, the friendship between China and Nepal will stand tall and indestructible like the Everest. China is willing to work with Nepal, in accordance with the important consensus reached by the leaders of the two countries, jointly implement the Global Development Initiative and the Global Security Initiative, let along the "Belt and Road" better benefit the two countries and their people, build a closer China-Nepal community with a shared future, and write a new chapter of China-Nepal friendship in the new era.

विचारको झन्डाले मार्गदर्शन गराउँछ र सही मार्गले नयाँ अध्याय खोल्छ। विविध एजेन्डा र विशाल लक्ष्य पूरा गर्दै चिनियाँ कम्युनिस्ट पार्टी (सीपीसी) को बीसौँ राष्ट्रिय महाधिवेशन कात्तिक ५ गते (२०२२, अक्टोबर २२) बेइजिङमा सफलतापूर्वक सम्पन्न भएको छ । माक्र्सवादी राजनीतिक दलका रूपमा एक सय वर्षको सङ्घर्षबाट गुज्रिएको, चिनियाँ राष्ट्रको महान् उद्देश्य र मानव शान्ति तथा विकासको उच्च उद्देश्यमा समर्पित चिनियाँ कम्युनिस्ट पार्टीले धेरै मेहनत गरेको छ र साहसका साथ अगाडि बढिरहेको छ। सबै हिसाबले आधुनिक समाजवादी देश निर्माण गर्न र चीनलाई सबै मोर्चामा अगाडि बढाउने प्रयासमा सीपीसीले उत्कट रूपमा प्रयत्न जारी राखेको छ। चिनियाँ कम्युनिस्ट पार्टीका सबै सदस्य र चिनियाँ जनता सबै हिसाबले आधुनिक समाजवादी देश निर्माणको नयाँ यात्रामा र दोस्रो शताब्दीको लक्ष्यतर्फ अग्रसर भइरहेका बेला आयोजित चिनियाँ कम्युनिस्ट पार्टीको बीसौँ राष्ट्रिय महाधिवेशन एउटा महत्वपूर्ण सम्मेलन हो। महाधिवेशनको अवसरमा राष्ट्रपति सी चिनफिङले १९औँ केन्द्रीय समितिको तर्फबाट महत्वपूर्ण प्रतिवेदन प्रस्तुत गर्नुभयो, जसमा विगत पाँच वर्षको काम र नयाँ युगको पहिलो दशकमा भएका ठूला परिवर्तनको समीक्षा गर्नुभयो।
त्यस्तै माक्र्सवादलाई चिनियाँ सन्दर्भमा परिभाषित गर्ने र चीनको आधुनिकीकरणका लागि आवश्यक प्रयासलगायतका महìवपूर्ण मुद्दाको व्याख्या गर्नुभयो। यसबाट चीनलाई सबै हिसाबले आधुनिक समाजवादी राष्ट्रको रूपमा निर्माण गर्ने र चिनियाँ राष्ट्रको महान् परिवर्तनलाई सबै हिसाबले अगाडि बढाउने रणनीतिक योजना पनि बनेको छ। पार्टी र देशको उद्देश्यलाई नयाँ यात्रामा अगाडि बढाउने दिशामा पनि यो महाधिवेशनले निरन्तर प्रगतिको मार्गचित्र तयार गरेको छ। नयाँ युगमा दोस्रो शताब्दी लक्ष्य हासिल गर्न र त्यसका लागि पनि यसले मार्गनिर्देशन स्थापित गरेको छ। महाधिवेशनले सी चिनफिङलाई केन्द्रमा राखेर नयाँ केन्द्रीय नेतृत्व चयन गरेको छ। यसक्रममा प्रजातान्त्रिक प्रक्रियाको अभ्यास गरिएको छ, जसमा पार्टी र जनताको सहमति जुटेको छ।
चीन विश्वकै सबैभन्दा ठूलो विकासशील र दोस्रो ठूलो अर्थतन्त्र भएको देश हो। यो भव्य महाधिवेशनले अन्तर्राष्ट्रिय समुदायको समेत ठूलो ध्यान आकर्षित गरेको छ। निकट र मित्रवत् छिमेकी तथा रणनीतिक सहयोग साझेदारका रूपमा नेपालका राजनीतिक दल, नेता र समाजका विभिन्न क्षेत्रबाट चिनियाँ नेता र सीपीसीलाई एकपछि अर्को गरी बधाई प्राप्त भएको थियो। जसरी प्रियजनले एकअर्काको भलो चाहन्छन् त्यसरी नै छिमेकीहरूले पनि एक अर्काको राम्रो कामना गर्छन् र चीन र नेपालबीचको घनिष्ठ मित्रता पनि त्यस्तै छ।
विगत दस वर्ष चीनले कडा मेहनत र साहसका साथ काम गरेको दशक भएको छ। सी चिनफिङ केन्द्रमा रहेको पार्टी केन्द्रीय समितिले एक शताब्दीमा नदेखिएको विश्वव्यापी परिवर्तनका बीच व्यापक परिवर्तनको रणनीति अपनाएको छ। सँगै पार्टीको आधारभूत सिद्धान्त, आधारभूत कार्यदिशा र आधारभूत नीतिलाई पूर्ण रूपमा कार्यान्वयन गरेको छ। हाम्रो महान् सङ्घर्ष, परियोजना र सपनालाई अघि बढाउन व्यवस्थित प्रयास गरेको छ। ऐतिहासिक पहल, बृहत् राजनीतिक आँट र बलियो उत्तरदायित्वको भावनाका साथ सीपीसीले सम्पूर्ण पार्टी र देशका सबै जातीय समूहलाई रणनीतिक उपाय अवलम्बन गर्न, परिवर्तनको दायरा विकास गर्न र एकताबद्ध गर्न नेतृत्व गरेको छ। लामो समयदेखि समाधान हुन नसकेका धेरै समस्याको समाधान गर्दै सीपीसीले भविष्यका लागि महत्व राख्ने धेरै उपलब्धि सुरक्षित गरेको छ।
सीपीसीले राजनीतिक, आर्थिक, वैचारिक र प्राकृतिक क्षेत्रमा धेरै जोखिम र चुनौतीको सामना गर्दै चिनियाँ विशेषतासहितको समाजवाद सिर्जना गरेको छ। चीनलाई सबै हिसाबले आधुनिक समाजवादी देश निर्माणको नयाँ यात्रा सुरु गर्न यसले प्रेरित गरेको छ, जसले गर्दा चीनको पुनरुत्थान अब अपरिवर्तनीय ऐतिहासिक मार्गमा छ। पार्टी र देशको उद्देश्यमा भएका यी ऐतिहासिक उपलब्धि र परिवर्तनका पछाडि सी चिनफिङ सम्पूर्ण पार्टीको मूल स्थान र मार्गदर्शकको रूपमा रहनु र नयाँ युगका लागि उहाँको चिनियाँ विशेषतासहितको समाजवादको विचार नै प्रमुख कारण हो।
विगतको दशक चीनको आफ्नै विकास र विश्वलाई समेत फाइदा पु¥याउने दशक भएको छ। सन् २०१२ मा ५३९ खर्ब आरएमबी युआन रहेको चीनको अर्थतन्त्रको आकार सन् २०२१ मा एक हजार १४४ खर्ब आरएमबी युआन पुगेको छ जुन विश्व अर्थतन्त्रको ११.३ प्रतिशतको हिस्साबाट १८ प्रतिशत पुगेको हो। त्यस्तै सोही अवधिमा चीनको प्रतिव्यक्ति आय छ हजार तीन सय डलरबाट १२ हजार डलर पुगेको छ। विगत एक दशकमा विश्व अर्थतन्त्रको वृद्धिमा चीनको योगदान औषतमा ३० प्रतिशत नाघेको छ, जुन विश्वकै पहिलो हो। चीन विश्वका १४० देश र क्षेत्रहरूको मुख्य व्यापार साझेदार बनेको छ, व्यापार वस्तुको आकारको हिसाबले पनि चीन विश्वकै पहिलो स्थानमा छ। विदेशी पुँजी र लगानी आकर्षित गर्ने सवालमा पनि चीनले विश्वमै नेतृत्व प्रदान गरिरहेको छ।
कोभिड – १९ महामारीपछि पनि वस्तुको पुनः उत्पादन र विश्व औद्योगिक र आपूर्ति शृङ्खला स्थिर राख्न चीनले नेतृत्व लिएको छ, साथै मुख्य आधार बनेको छ। सार्वजनिक हित तथा समन्वयको आधारको रूपमा बेल्ट एन्ड रोड इनिसिएटिभलाई अन्तर्राष्ट्रिय समुदायले स्वागत गरेको छ। अबको दस वर्ष चीनका लागि आफ्नो नयाँ युगको खाका तयार गर्ने दशक हो। महासचिव सी चिनफिङले प्रस्तुत गर्नुभएको प्रतिवेदनमा उल्लेख भएअनुसार, अबदेखि सीपीसीको प्रमुख कार्य चीनभित्रका सबै जातजातिलाई चीनलाई महान् समाजवादी देश बनाउने दोस्रो शताब्दीको लक्ष्य पूरा गर्न एकजुट बनाउने प्रयासमा अगुवाइ गर्ने हो।
त्यस्तै आधुनिकीकरणको चिनियाँ माध्यमबाट सबै किसिमका मोर्चामा चिनियाँ राष्ट्रको भावना अघि बढाउने हो। चिनियाँ आधुनिकीकरण सीपीसीको नेतृत्वमा अवलम्बन गरिएको समाजवादी आधुनिकीकरण हो। यो ठूलो जनसङ्ख्याको आधुनिकीकरण हो। यो सबैको साझा समृद्धिको आधुनिकीकरण हो। यो भौतिक र सांस्कृतिक–नैतिक उन्नयनको आधुनिकीकरण हो।
यो मानवता र प्रकृतिबीचको सद्भावको आधुनिकीकरण हो। यो शान्तिपूर्ण विकासको आधुनिकीकरण हो। चिनियाँ आधुनिकीकरणले विकासशील देशहरूलाई आधुनिकीकरणको मार्ग विस्तार गरिदिएको छ। आधुनिकीकरण पश्चिमा देशहरूको पेटेन्ट होइन र आधुनिकीकरण अनि पश्चिमीकरण एउटै होइन भन्ने यसले प्रमाणित गरिदिएको छ। नेपालसहित हरेक देशले आफ्नो परिस्थितिअनुसारको आधुनिकीकरणको मार्ग खोज्न सक्छन्।
आगामी दस वर्ष चीन र विश्वका बाँकी देशहरू हातमा हात मिलाएर अघि बढ्ने दशक हुनेछ। अहिले हाम्रो विश्व कोभिड– १९ र शताब्दिमै नदेखिएको परिवर्तनबाट गुज्रिरहेको छ। विश्व, समय र इतिहासका परिवर्तनहरू यतिबेला अभूतपूर्व रूपमा प्रकट भइरहेका छन्। महासचिव सी चिनफिङको प्रतिवेदनले चिनियाँ राष्ट्रको महान् परिवर्तन, विश्व शान्ति र विकासको सीपीसीको ऐतिहासिक लक्ष्यलाई आधारभूत राष्ट्रिय नीति, आर्थिक भूमण्डलीकरणको सही दिशा कायम र बहुलवादप्रति अडिग रहेको कुरालाई जोड दिएको छ। चीनको विकास आफ्नै तागतमा आधारित छ। यो शान्तिको तागतमा भएको बढावा पनि हो र विकासोन्मुख देशहरूको तागत हो। यसले सबै देशलाई अवसरसँगै फाइदा पनि हुनेछ र मानव विकास तथा प्रगतिका लागि यो महìवपूर्ण योगदान पनि हुनेछ। चीनले आफ्नो विदेश नीतिमा निरन्तरता र स्थायित्वलाई व्यवस्थित गरेको छ र विश्वशान्ति, साझा विकास, साझा भविष्यका लागि मानव समुदाय विकासको प्रवद्र्धनको रक्षाका लागि चीनले सधैँ कार्य गर्नेछ। चीनले बाह्य अनिश्चिततामा आफ्नो तरिकाले प्रतिक्रिया जाहेर गर्नेछ, अन्तर्राष्ट्रिय अस्थिरतालाई आफ्नो आन्तरिक र बाह्य नीतिहरूबाट स्थिरता प्रदान गर्नेछ, विश्वव्यापी सुधारका लागि उच्च गुणस्तरको विकास र उच्चस्तरको सुरुवात प्रदान गर्नेछ। विश्व शान्ति र विकासका लागि उत्तरदायी आचरणसहित निरतर प्रयास गरिरहनेछ।
चीन र नेपाल भाग्यले जोडिएका घनिष्ठ छिमेकी हुन्। चीनको विगत र वर्तमानका उपलब्धिहरू नेपालजस्तो असल मित्रको सहयोगबाट अविभाज्य छ र हामीलाई भविष्यमा पनि नेपालको साथ सहयोग आवश्यक छ। आगामी मङ्सिर ४ गते नेपालमा सङ्घ र प्रदेशको निर्वाचन हुँदैछ जसले भविष्यमा नेपालको राजनीतिक, आर्थिक र सामाजिक विकासमा महत्वपूर्ण प्रभाव पार्नेछ।
यो निर्वाचन सफलतापूवर्क सम्पन्न होस् र नयाँ सरकारको गठनमार्फत समृद्ध नेपाल निर्माणको यात्रा अघि बढोस् भन्ने कामना गर्दछु। अन्तर्राष्ट्रिय र क्षेत्रीय अवस्थामा जस्तोसुकै परिवर्तन आए पनि चीन र नेपालबीचको मित्रता सगरमाथाजस्तै सधैँ उँचो रहनेछ भन्ने मलाई विश्वास छ। चीन र नेपाल यस्तो नयाँ ऐतिहासिक सुरुवाती बिन्दुमा उभिएका छन्, जहाँबाट दुवैले अशान्त विश्वको सामना गर्नेछन्, विश्व न्याय र शान्तिको रक्षा गर्नेछन् र जनताका लागि विकास खोज्नेछन्। यस यात्रामा दुई देशका नेताहरूबीच भएका महìवपूर्ण सहमतिअनुसार सुशासन र विकास रणनीतिहरूको अनुभव आदानप्रदान सुदृढ गर्न र विश्वव्यापी विकास पहल तथा विश्वव्यापी सुरक्षा पहललाई संयुक्त रूपमा कार्यान्वयन गर्न चीन नेपालसँग काम गर्न इच्छुक छ। यसका लागि बेल्ड एन्ड रोड अभियानलाई समेत दुई देश र जनताको हित, साझा भविष्यसहितको घनिष्ठ चीन–नेपाल समुदाय निर्माणमा उपयोग गरौँ र नयाँ युगमा चीन नेपाल मित्रताको नयाँ अध्याय लेखौँ।
